Special Meeting/Workshop

  1. Convene: 5:05 p.m.
  2. Public Comments: Rebecca Carrasco and Albert Rabadan
  3. Resolution Adopting Tentative Millage Rates
    Minutes: Mike Burke, Budget Director, updated Board Members on the status of the budget and reviewed the General Fund Budget Tentative 2006-2007 Revenue and Appropriations.

    Leanne Evans, Treasurer, summarized current interest earnings and reviewed the agenda for the upcoming Finance Committee Meeting.

    At Board Members request, Mr. Burke reviewed base student allocation.

    Board Members exchanged extensive dialogue regarding mileage rates and taxable value.

    Mr. Burke explained to the public how they can access the information that is being presented today.

    Mr. Burke reviewed the Non-Voted Mileage and Voted Mileage rate.

    Mr. Graham reminded the public that their property tax statement will reflect two separate school taxes.

    Mr. Graham requested that staff summarized the capital budget separated by new dollars vs. mandated encumbered dollars.

    At Board Members request, Ms. Evans summarized PECO funds and debt service.

    Mr. Lynch questioned the estimated time it will take the District to finish its major rebuilding of schools.


    Motions:
    I recommend the School Board adopt the proposed total millage levy of 7.8720 mills for FY 2007.  This total millage levy is made up of 5.0890 mills for Required Local Effort, 0.6230 mills for Discretionary Operating Funds, 2.0000 mills for Capital Improvement Projects, and 0.1600 mills for Debt Service. - PASS

  4. Resolution Adopting Tentative Budget
    Minutes: Mr. Burke provided Board Members with a brief overview of the FY2007 tentative district summary budget and highlighted the following areas: General Fund; Special Revenue - Food Service; Special Revenue - Other; Debt Service; Capital Projects; Internal Services; Less Transfers; and Total Funds.

    Mrs. Burdick questioned why the non-construction project work list was reduced by 18%.


    Motions:
    I recommend the School Board adopt the tentative district summary budget in the amount of $3,487,924,908 for FY 2007 - PASS
